The 4th International Seminar on the Culture of Legality and the Fight against Corruption: Analysis of the State Anti-Corruption Plan (2025) is conceived as a high-level academic meeting devoted to the critical, interdisciplinary, and practice-oriented analysis of the new institutional strategies for public integrity promoted in Spain within the framework of the State Anti-Corruption Plan approved by the Government in the summer of 2025.
This Plan, structured around five pillars and fifteen measures, constitutes a strategic roadmap aimed at strengthening the prevention, investigation, and sanctioning of corrupt practices, while advancing toward a more ethical, transparent, and resilient public administration in the face of one of the most serious threats to contemporary democracy. Among its most significant measures is the creation of an Independent Public Integrity Agency, conceived as a central body for the oversight, prevention, and prosecution of corruption within the General State Administration.
The seminar is organized around thematic panels that combine theoretical reflection, specialized academic contributions, and direct institutional participation.
